I haven’t figured out what it does yet if anything either :(.

when you give him the map fragment of the area - treasure chests, materials, doors, etc... will be marked on the map.

Far as I was able to tell, the map acts like the fragments but for every region at once. So instead of needing to find a fragment for everyregion, you could instead just grab the map and have the same effect.
What this means is that, yes, if you found every fragment so far, at the point you get the map it's basically useless as very little of the game is left to be uncovered.

it also fills in his little sphere so you have no idea what fragment you are missing, which is super frustrating

This is later on there’s a map that is called faedrun map. He says he’s revealing all the secrets you missed
