you get it in a cook book at the tavern in the "town", cost 2.5k iirc, then you can craft it in the cooking station.

do I have to kill the witch to get the cook in the camp? I thought for sure I would have a cook by now almost 20 hrs in.

uh you recruit the chef in the tower in the castle, you have to jump over a few boxes to find him. He's in the tower which has a bunch of npcs

It's where the grappling hook NPC is. He's behind some boxes and the waypoint.
