It absolutely is missable. The design of the quests and key items is abysmal.

From the moment main character mentions that, go left and follow the path up. Eventually you'll get to a boss who gives you the ability to break the ground

Just so you know, your character can say that at *any* of the shaky grounds. Mine said it in wickham sewers all the way to the west.
