(Help) Part editor mod not working?

I've downloaded the newest version of the part editor mod, but it isn't even showing up on the mods menu.

The game clearly recognises the file, as it automatically placed it inside of a folder named after the mod.

The version of the mod is the newest one, and the game hasn't updated since the newest version of the mod came out (Or at least, the version number in the game didn't change).

There are no overlapping mods, or in fact any other mods in the folder.

I've looked at the guides and such, but no luck? Does anyone know why the mod isn't showing up, let alone working even tho it was recognised as a mod file.
