It's free on mobile but you have to buy the expansion pack, you don't need to buy the expansion pack on PC

the pc verison is just all the dlcs in one basically with graphical improvements and improvements over all

because on the mobile version, all the dlc does not come with the game and you have to buy it, but on pc has all the expansions unlocked.

If I get it on my pc can I restore purchases on my mobile app too or is it just one or the other
