How do I get new synthesis recipes? I need to make fire arrows but I don't have the recipe even though I know it requires an arrow + torch.

I cant progress through the story without making them and burning some foliage around a chain.

Your book has all the recipes, you just need the items that need to be combined. You're in chapter 5. You should have the required bow. If you don't go back to the hut with Levis in it and talk to him again,
