There's the Terminator 2: Judgment Day arcade machine you could be thinking of. It had 2 guns and you mostly played in the future and worked your way to the time machine to go back to the past to save John Conner. As for another game with similar art style and gameplay there's nothing i can remember from the old consoles. The arcade edition was for the Genesis too where you can use a controller to move the gun icon around the screen since they didn't have light guns for the sega genesis. They somehow released another version that i don't recall seeing back in the day. If we're talking about similarities, from what i've seen about it yet, taking into account gameplay style, graphics design, production quality, etc... this game is most similar to the Sega-CD "The Terminator", where you play the story of the first movie as Kyle Reese!
