For MR1, you can simply drop a single save file in the folder and it will load. You'll see the other save slot when you go to load a game.
However, for MR2 the entire folder contents of Documents\KoeiTecmo\mfdx_en must be replaced with the entire folder contents of the originating files.
I'm not sure what it is in the directory that doesn't allow the MR2 saves to be drag/droppable like the MR1 saves, but they don't behave the same. Turning off Steam Cloud Save doesn't resolve the symptom either, the MR2 game is looking for something else to be able to load the MR2 game saves.
If you do end up using a save download, and replacing the entire contents of Documents\KoeiTecmo\mfdx_en with the downloaded contents, then i'd recommend first making a backup of your mfdx_en folder so you can restore back to it if needed.
