Except it isn't "insane". The odds of seeing seven consecutive shops without a mouse at turn 7 (assuming no freezing) is 50%. Odds of no apple is worse, but again, that's assuming you're not doing the things you should be doing at that point, which is freezing and buying other pets/items. So from my perspective, I'm not rolling 7+ times on turn seven more often than not, which makes the odds of seeing apple related foods even less. If you got it turn five or six, that does skew the numbers, but jerboa is almost a never take unless I see existing apples or mice in the shop when it appears AND have no better alternative AND have a team where the buffs I'm distributing from my weak jerboa aren't going to be soon pivoted off of.
And sure, you can win with any pet, but that doesn't make them viable. In an infinite number of possible shops, there will always be a scenario where the jerboa makes sense, but if that number is 0.5% of the time, and people think the number is 5% of the time, 90% of the time those people are going to be making a bad decision. So usable is a very relative term. It's certainly in the lowest tier of pets and an absolute almost never take.
Btw, using it and husky and giraffe doesn't quite make sense to me because you're committing to a strategy before you even know if you'll get a husky a minimum of two turns later. It's terribly tough to run a team with two absolute weakinglings in jerboa and giraffe early on since their stats are so low. So I guess all that to say is, yes you did have bad luck. It's not so bad I'd call it insane, but it's unlikely. I've missed 95% shots in XCOM and never been like "this is insane, time to uninstall". But even if you had gotten an apple or two, the jerboa is still usually a bad take.
