with the way I interpret it, if he's harming anyone, it's not of his own volition since something else is causing strange behaviour
_ doesn't mean someone can't get in trouble if they literally aren't in control of their own actions, but it would affect the outcome

it's never confirmed what he does with the ruler, nor is it ever stated that he actually wants to hurt you- the original story of BBiEaL explains the YCTP at each notebook with the fact that Baldi likes to challenge his students with questions, and the only time danger is implied is after text glitches out (both in the game's itch.io page and in-game with the math questions glitching out)
