Minor spoiler:
The reason he had not done so up until that point is because he was serving as a scout/observer, and once you had made your way there, he had no further reason to stay at that particular post.
Major spoiler:
He indeed escapes through a secret passage inside the cell. This was a clever way of tricking Gehn into thinking that prisoners were being broken out of the cell somehow, when they were actually breaking further in, to get to the linking book to Tay. In order to sell this lie, sometimes prisoners would have to stay in there for a while, to give the appearance of legitimately being trapped.
Solution:
You need to use the Moeity device to reveal the button to open the secret passage.
In the original, I think the guy who tells the Moeity guard to dart you is indeed the same guy who was posted up as a scout in the cell. It's probably the same in the remake.
