I don't think it was meant for us. It's set against the cliff where the painting of the fish glyph is hidden. You can see it up and the to right of the ladder. I think someone was using it to see while they painted the glyph. . With the overturned bucket nearby, it seems more like the person using it was taken by surprise. Perhaps the prisoner was caught painting the glyph? So we do indeed just happen upon it, luckily.
Do you mean when "your" logic doesn't make sense? The game logic is flawless.
