Are the other two decks beside bulwark terrible or am I missing something?
I was looking forward to the alternate decks, but was very rapidly dissapointed.

Bulwark's Bronze units are solid, it has reliable engines, it doesn't really need any additional cards to beat the first few fights, and can rapidly become very strong with only a few additions.

With the other two, I have to drop a lot of energy to get past the first few fights. And they seem very dependent on getting a specific set of drops. I can see Hive working if you can get a few additional ways to "spend" your rats and cows, but Savage Fury just seems inferior in basically every way to Bulwark.

I also tried the other decks and always went back to Bulwark. It just seems to have the best synergies in itself and is pretty straight forward. The others as you said depend too much on luck for good drops.

I always start from scratch when I return to the game, and I think it does the other decks a disservice that you always start with Bulwark. It's the easiest to use successfully, so I understand why they picked it, but you have to use it for several runs and can get pretty accustomed to it in a way that makes switching to the more tricky/less consistent Savage Fury and Hive Mind decks difficult.

If you can push yourself to keep using the other decks, though, the second leader cards for both are pretty good. The second leader for Savage Fury, the Elder, is a fantastic card -- maybe my favorite in the game. You can build a vicious bleeding deck with the Elder, and if you can get him upgraded, he is seriously OP. There are also a lot of great cards that can be picked up during a Hive Mind run, but it's definitely my least favorite.

The best, imo, is the Chaos deck. You can get some insanely OP synergies going on a good run. It's also the only deck that gives you a remotely 'fresh' experience during later runs considering that you can't alter the starting decks for the other three.
