The casino is your game and updates to it. Don't know what to expect from patches, don't fix bugs from the release, you still can't transfer the mechanics from the first part

Hi folks! As stated in the post the Byterunners team is still fully devoted to improving the base game. Casino DLC is being brought to life by True Games Syndicate, the team working on DDS x Narcos.

DDS2 base game is not abandoned, devs are still working on fixes and improvements. The game continues to grow!

That is not a feature suited for a DLC. Should be in the base game.

I have an 11th gen i9 and a rtx 3080, I feel that should be enough for this game.

Game works smooth with my Ryzen 7 5700X3D and a RTX 4070ti on Ultra Settings. So i dont know what the problem with your setup is.
