Pedro's enemies issue

I am stuck on the quest for take care of Pedro's enemies.

I watched a video and there should be three of them, one with the quest marker on him.
The first time I tried I died, now everytime I come back, there are only two enemies, neither of witch has the quest marker on them.

Am I screwed at this point?

Did you kill the third one?
Is quest still active?

Because thing about some of those quests is that you do not need to kill them all to finish.

Found the third one. He was out cowering in the water. Had to use the boat to nudge him to shore, and he finally ran onto the beach. I was then able to go dock the boat, come back and finish the quest...
