Callejo I chose barak for dealer stations and cottage downhill as lab. Jungle I went for cheapest one since I only have dealers there.
Slav has setup where you likely benefit from apartment near Kira and house near pawnshop as labs.
Peninsula the apartment near bus station is good until you get villa. Colina has couple good apartments and villa later on. Volcano island you likely just want cheap dealer house.
After that it is more about what you fancy and how far your money goes
other hideout just for parking lot so i can fast travel there and only put dealer point there.
Setup a lab, place your dealers correctly and once you have a Distributor it will deal with the first 3 islands at once.
It does not have water or phone which is why I skip it.
Cottage house close to police station, it has water and phone.
Yes, you need to put the dealer next to the ferry guy (north of small island close of the beach).
Yes it's Callejon territory, the biggest downside of this house is that you can't park your car next to it, the parking remain locked for some reason, probably a bug...
Where are these Villas you speak of?
First ones you run into are in Peninsula and Colina (?). I recall later on last areas there was more.
