Well, last time I lost save about 12 hours.
Now I've been selecting a new game for about 4 hours and I can't put drugs in the Archipelago locker.

But the drugs are not placed in the locker, they are placed in hiding places located on the island...
Or they are placed in your secret storage through the shelter inventory.

Yeah i mean hiding places. Barrels, lockers dont work.

Have you analyzed them so that they are revealed as white dots on the map?
If so, have you tried restarting the game? Have you tried installing dealers or reinstalling them?

On the first small island, I completed this task, but there is still the task "assign a dealer, find 5 hiding places, etc."
I will add that when I lost my save, I completed this quest, and on the third island I also had no interaction with the storage compartments.
There were reinstallations and file verifications 15 times, including half when my last save disappeared. (even the old save is in appdata, substitutions and other miracles don't work)
Reinstaled dealer, reinstalled game. Dont work. Full bugged game.

while i won't say the game is bug free, but it did take me a little too long to figure out what i was doing wrong. the sequence of actions is important...maybe this is the case here

hiding place has to be on the same island as the dealer and has to be "envirosensed" (or whatever it's called)

click and drag the drug to the middle of the screen

select the faded out dealer picture at the bottom of screen

You do not have to complete the task of finding caches on the first island. However, as mentioned above, each island is separate, with its own dealers and hiding places. While on the initial island, you cannot manage dealers on other islands and vice versa.

But do you have a dealer in the Archipelago? If not, you will not be able to place the substances.

You do not have to complete the task of finding caches on the first island. However, as mentioned above, each island is separate, with its own dealers and hiding places. While on the initial island, you cannot manage dealers on other islands and vice versa.

Wait. So, at the moment, you seriously haven’t completed the task of placing a dealer on a point on the island and finding 5 hidden points? Are you sure you used vision to find hidden points?
