There is a second pharmacy north of Billy villa. There you can buy vials. At max lvl with the pharmacy there is 150 vials to buy per day

if you rob her pharmacy she has the vials needed in the back and the recipe for morphine i think the guy that sells the meth ingredients has the recipe.
