how to roll blunts?

stuck on mission to roll 15 blunts. there is no normal tutorial and can't figure out how to do it. bought some rolling paper from shop, have weed, but how to roll it?

The bunker DIY table is locked until you get the mission, when you get the request to bring the guy blunts for the first special order it unlocks. Head back there and look between the blue dealer locker and the two growboxes -- it's that table you weren't able to use before.
