It should be available to do that in that apartment near kira's club, thats the whole point of that hideout.

What is special/different about that apartment?

As per the FAQ, the hide out needs to have a yard and running water to be able to use outdoor pot boxes.
It would be good if this was shown on the hideout details when considering purchase.

there is other apartment near opium seller in benita area that you can plant outdoor and the balcony is big too. the only problem is the door kinda buggy.

you can also put the boxes on the fencing around the outside area in the apartment next to the police station in parisian peninsula or whatever its called
