I can't post a map, but have you got a boat? There's a big island directly north of the Pirate King. On that island there's a port, if you dock your boat on the left-hand side of the port where the three brown buildings are, you'll find a man inside an office who sells coca leaves. He sells 1000 leaves, so you need $700,000. There's another guy who sells them but he's at the other side of the map in the jungle.

South of Slav's bay the coast city, where BIlly is with the Villa, close to it is a port, that dude can import you leafs, but it's not really efficient. Better use the dude on the coast near Volcano island, at first he sells 1000 for 700k, but later on you may get sizes like 8000, for 5 mil. The port guy I tried upgrading 3 times, he will get you 500 leafs with first upgrade for around 400k, and every upgrade cost 500k. You do the math, also its very recommended to move your Coke operation to a diff location, its just so inefficient trying to travel to that jungle, but just try to find a place with low visibility because coke takes a lot of items.

I cant collect my first coke leaves order. Quest says i can, but once i get there theres no interaction with the spot. Seems like pallet is empty and if talk to the guy he just let mw order more. Is it a bug?

I think one or two deliveries got made at the travellers dock but now mine is also bugged there is apparently a delivery waiting but I have an empty pallet and another delivery is on the way but it's not arriving after several days.
