Only 2 dealers available on Archipelago region?

Got maxed out rep with Jean in Archipelago, when asking him for more contacts - he says "sure, i'll send someone your way" or smth like that but nothing happens

Earlier he did give me contacts of new dealers, currently i have 2 on Archipelago and can't seem to get more from him.

Is this somehow bugged or this region can only be served by 2 dealers max?

From my experience so far, when they say words to the effect of thinking of someone, its the same words everytime, but when there is a new worker available there is a pop up animation within a few seconds. As you play through you will get more workers and then can set up a distribution desk in a hideout and hire a worker as the distributor who can manage up to 4 dealers without a penalty. I am a fair way through and have three dealers om Archipelago. For a while 2 had 6 clients while my 3rd dealer only had 3 until I started giving more frequent smaller bags of weed, amp and meth to the influencer there every few days. Now I started getting a few more clients and have 3 dealers with 6 each there. Not sure if there will be more. I think there may be some limits to certain staff but so far I have been able to use staff from nearby regions as I wish to be either dealers or a lab technician or a distributor. Check the message boards, sometimes a dialog path opens and you can get a man to work for you. Use the option to request people from influencers once, later you will lose reputation with them for such questions.
