Where do I get outdoor weed supplies for sativa?

need help finding where to get pot box and seedling box for sativa growing. And also can you place the pot boxes anywhere like the first game?

Seedling box is on 2nd island weedshop, I believe outudoor sativa equipment is also there.

red shop under kira unlock some equipment before match his quest(removing tools or somthing like this)

you have to get him to rep two then he sell you the out door planter box
