I tried getting money delivered by the dealer, my safe box was empty and after the notification that money was delivered, the safe box still empty.

think he meant when it says not enough room in safe and that it was sent to the mailbox

it would seem they hold onto to it and continue to drop off as much as they can IE: 400k on small safe. empty the safe maybe try moving replacing it etc.

there is areas on the map where you can place the dealers and pick money up directly from them

Better question is why the devs are calling the safe a mailbox.
