Where can i get/buy weed seeds?

Hey everyone I can´t find the place where i can buy weed seeds. I searched in the internet, in game and here on steam since two hours...Probably i missed the part in the story where they explaned it. Can someone help me out please?

Can you tell me where he is on the map? I can´t remember this part. I am more further than this quest i guess.
