As for rain, the AI never has perfect strategy, they always pit at least one lap too late, and they don't look at radar before the race starts, starting drivers on softs when rain is expected lap 30 is pretty dumb, wet races are always my biggest margins of victory, i've lapped verstappen in a Williams.
I experienced the exact opposite. I wasn't able to anticipate rain to come/stop while all the computers were accurate at guessing what would happens in 20 future laps. maybe AI don't behave the same in different contexts, some choices like team choices may acts as a difficulty choice without knowing it.

Too many times they pit for dry tires just before rain starts. Too many times they pit for inters just before it goes to full wets
Too many times they pit for full wets when it's only going to be past 4.00mm for less than 2 laps.
They react for the best thing to do 'now' they have no forward planning what so ever.
