Even though that the parts will be removed from the next season car, you keep your developed parts stats (If you develop something like: Frontwing WR-3, It'll show as Frontwing WR-1 in the next season, but it has WR-3 stats on it.) This is because next seasons regulations. Every part starts as 1 and as you upgrade them, becomes 2, 3, etc.
You can however research next years car beyond development end period.
This is my knowledge of this, if I'm wrong, someone feel free to correct me.
Anyway, hopefully this'll help ;)
So the part design must be finished before the end period.Ok thanks for your answer!
When I reach the end period maybe I will do some experimentations by saving and loading the game again just to be sure.
