engineer capacity

i have fully maxed design centre but still have only 10 engineer. Do i miss something ?

Don't worry. All you need is one engineer per project to make it a fair "war of development", because the AI teams only use one engineer for their development projects.

You need to increase your staff. There is a setting, I can't remember where, which will let you increase from 10. Have a look around the menu's and I'm sure you will find it :)

It's in the screen where you see a lost of all the staff. I think there is a section called Engineering above Scouting
