Don't really see a point. You won't get promotion and relegation with an official game. combine that with a spec series and nothing to design or produce. There's really little actual management.
Well, the point would be to have more of ''journeyman'' save, that is very popular option in manager games. But then they also need to add reputation to player managers and ability to change team and AI get fired/changing teams. So you can start in F3 and work your way up.
But I doubt they will add this even for 2023, and 100% not for 2022
Not a chance. There is no way to swap teams, there is no promotion/relegation in F1. So there is no point in adding F2 and/or F3 as playable.
