Create your own team mode ?

I hope so as well. i hope to lure Max Verstappen to lead my team in 2023 and promote Colton Herta to the second seat, assuming FD have a pool of drivers that can be picked, including Indycar drivers. That would be an insane lineup! xD

From what I've seen thus far, it will only contain drivers from F1, F2, and F3 only. So pulling in Herta from Indaycar will likely not be a thing in game. Probably will need to mod Herta in.

If cyot isn't at launch, it will be a huge let down. Hopefully if it isn't already in the game, the community outcry will convince the developers to add it as a DLC asap.

If it is not basic it will be because of the FIA license, and not because of the devs I think, let's look for example at Jurrasic World which made a tole to this release because Universal put restrictions to the dev

Yeah, I agree that would probably be the thing stopping it.

But if they do have it, do you think it will be an 11th team on the grid sort of thing or a replacement team like MM

Thats true, but then again, you can make your own team in the official F1 game, so i dont see why it cannot be a thing here

Based on the store page description, it sounds like you're only going to be able to choose from the 10 teams that currently exist. I really hope this isn't the case.

F1 2021 has it so I don't see any reason why frontier can't add it in for or post launch

To be honest, if this game is supposed to "simulate" a "managers" role. Then creating your own team wouldn't be a thing. I don't think it will be a deal breaker if its not in the game anyways. I expect it to be more along the lines of Football Manager where you create your manager and build up a team in your vision. Creating your own team is sorta outside the lines of a "manager".
