Outside of a rare few exceptions (because of lazy devs), the PC version is always the best if you have the hardware to get the most out of it.
Anyhow, PC will no doubt look and perform the best in terms of resolution and whatnot. But PSVR2 is OLED and there's a chance it uses the special rumble gimmick it has, in which case you might prefer it. Quest 3 version shouldn't be an option if you can play it on PC. Playing a streamed PC version on Q3 should still both run and perform much better than the Q3 version.

Anybody else seeing something like this?
I am however getting some CPU frame time spikes, which is irritating. The CPU isn’t too loaded up for the most part, just every now and again it’ll hitch and show a red spike (or sometimes multiple) on the CPU graph.

Other than that the game runs really well, I can push the res really high. It should run decent on low and midrange cards. The artstyle looks good, but it shows that Quest was the main development platform.
For some (like me) it'll be OLED on PC too with a Bigscreen Beyond. The face haptics would be nice though. Even better would be bhaptics support. hopefully sometime in the future.
EDIT
I think turning off the full screen option helped with the hiccup
