Hosting a two player game will automatically add RiffBot, the computer controlled player who uses the pre-recorded riffs. This will enable voting in a two player game. Without Riffbot it's just two people voting for themselves. So not much fun.
Riffbot comes with a host of options. You can control their IQ which effects how accurate their jokes are. You can also change their answers to the same Text-to-speech voice your riffs use. This will disguise their answers, making it a bit harder to tell who the computer player is. Either way, I highly recommend you check out the options menu and play with things a little bit. With some tweaking I'm sure you'll find the sweet spot you're looking for.
Cross platform works across all platforms. PS4 to Steam is no problem.
Custom clips need to be shared with each user, which limits them to PC players only. That said, if you can share your PC's screen (via Zoom or Discord) they can watch the clips and then play via web browser.
