How do I acquire more seeds?

I recently secured Boat's vote for the council, and now she's no longer in her apartment in Enterpriston, so I can't buy more seeds from her there. I just bought the industrial farm in the capital, but I don't have any seeds to plant there. How do I get more seeds?
