There Is No Game
TSP is pretty unique. It's not so much a coherent game as a jumble of interesting commentary, ideas and gags Wreden wanted to convey. Not a lot of games are like that, and if they were, they'd be entirely different because they were written by different people. It's interesting that you compare it to Portal because they aren't very similar at all, but The Talos Principle and Superliminal are your best bets for Portal-esque stuff as well as mods like Stories: Mel and Aperture Tag.
Basically "Half-Life 2 without guns"; it focuses on exploration, environmental puzzles, a lot of different areas to visit and some cool lore & secrets. It's also being described as Urban Exploration in Video Game Form. And it's made in the Source Engine just like Portal (2) and the (original) Stanley Parable.
In my opinion this is the best Source Engine Game of all times.
Give it a try, you won't regret it.

Some of the people understood the question & some of them didn't, but there's some nice lists in there.
Not sure if that's anything you're looking for OP, maybe "meta narrative" isn't the kind of similar that you're after.
(Oh, also, word of advice. Don't post in the "Off Topic" forum (that I just linked to. They classify EVERYTHING as bannable spam for being "off topic". As for whether you'll get dinged or not, seems to be a combination of a dice-roll & personal bias toward users & their communication styles. Asking a question? Spam. Talking about a game on the Steam store? Spam. It's an entrapment scheme, imo. It's also pretty weird that according to Steam Support, the stuff that they sell on Steam is spam but, *shrug* *chuckle*)
