For example if you 99 Smithing and Farming but 1 in Fishing, the bread won't unlock any Fishing Pole recipe past the first one.
In your case either your farming skill or your smithing skill is too low. Worst case scenario you'll need both at 15 (probably less).
I've done some fishing but not a lot, no cooking yet, and it won't get me eat the cooking bread either, or the weapons bread.. Big sigh lol. Next time i'm in I should look i don't why they would be connected.. I love to forage, and find chests. I am farming a fair bit so i just don't understand it all. I'll try more fishing.
The milestones for each are 5, 15, 30, 45 and 80 respectively.
Note that you can attempt making the tools without the recipe unlocked, but it costs more RP and has a higher chance to fail if your skill is too low.
Cooking Bread only unlock recipe for the cooking tools you have access to. Until you buy more cooking tools you're limited to the recipe related to the Cooking Table.
Same goes for the crafting table in order to craft better armor.
For example I fished a Glitter Snapper earlier today. I tried to turn it into a Sashimi but that would cost me almost 30k RP.
If you want to quickly and cheaply raise your smithing/crafting/chemistry/cooking levels, go buy 20 packs of turnip seeds, find the highest level recipe for the skill you wish to raise, then just switch the real ingredients (if you have them) for a pack of seeds.
Each try only costs 10RP, so that's 200RP to get the exp worth 20 tries at the level of said recipe.
Afterwards, you can just do it again using the failed item you get, recycling them until you're at a level where your recipe bread gives you new stuff, and then you just switch to one of the new, higher level recipes.
Also, if you run out of food and baths, there's a way to regain RP without any items.
Just start a conversation and let the game run for a while and you will regain RP without any ingame time passing.

You can use any items that you might have stacks of.
Once you fail, you get scrap metal, object x or failed dishes.
Then you just add those instead.
For smithing it's also based on your weapon skill level. If your Short sword is lv30 and the rest of your weapon abilities are lv3. You won't learn any higher level forge recipes, except for the short sword until you maxed out the amount you can learn for that level.
For crafting I'm not sure what it's completely based on. It's not just your crafting level. I think it also makes use of your defense level, but don't quote me on that one.
