Are Skill levels as useless as they were in Rune Factory 4?
Something that put me off in RF4 was the fact that equipment would make all your skill lvling completely worthless. (apart from hitting required lvls)/

It took all the joy out of the grind for me and made me lose interest. Having 300 in one skill had basically 0 impact compared to gear. It was just weird to me.

Is that still a thing here?

"yes" pretty much you only need skill levels to level your resistance against things if you don't build your accessories right and RP.... can't have too much RP

Skill levels in Rune Factory seems to only exist to give the 'fill bar meter go uppies' dopamine people get excited. However there's some skills that are required to level up to access certain things.

like cooking/crafting/forging levels require higher and higher skills to craft the better ♥♥♥♥.

The other benefit of higher skill levels is things costing less RP to craft. If you craft a level 10 item at level 9, it'll cost a LOT of RP but if you craft that same item at level 30, it'll cost a lot less.

The first 100 levels of a skill help to increase your Max RP. And are rather useful for that alone. Weapons/Gear in general will out range the power you get from skill increases rather quickly. True. However skills do increase your stats as well. And can help to give a boost here and there for you. In my current playthrough. I've been farming strawberries on the ice dragon, and getting about 20 to 30 skill orbs a day from it. My stats are at a point that, even with the same equipment I've given to my NPC party members. My attack and defense are almost double theirs. (With me having over 2000 attack, defense, etc.) I would say, past getting more max RP. Its not worth grinding skills, unless you intend to truely commit and go way over-board with it. My skill levels atm are 50 at the low end, and over 150 at the high end. This is only because I've been delaying advancing the story in order to finish all the romance events and marry someone as early as you can in the story. So I've spent over two seasons having Monsters harvesting strawberries.

skill levels impact friendship with certain skills impacting certain characters... up to about 99 skill, giving a boost to your friendship with that person. It's possible to grind out all the skills that character likes, to 99, talk to them several times in a row to get all the dialogue about it, and go from 0-7 friendship just from having good skills they like.

What you're all describing has been the same in every game. I can't think of any other rune factory title that's been any different.

Well, Rune Factory 3 it was grinding levels in your basement dungeon that was king of all. Can't speak to other titles.
