Mountain Watch Tower

I have just taken out the bandit camp and leader in this region. Under conditions, it says I have to build a Mountain Watch Tower. I have hunted everywhere for something that indicates a task to build it but cant find anything. How do I do this? There is no guide at all on what to do.

The watch tower is on top of a steep hill North east of the Onsen. Open the map, look for the Onsen and the bandit camp. The watchtower location is to the right of these location, along the boarder of Iwasaki.

PS: bring some weapons and healing items, there are lots of bears and boars in the area.

Thank you so much. I have spent hours trying to find it,, Grrr lol. Thanks for the heads up, those bears are tougher to kill than the bandits but, I got lots of healing potions from all the loot I got from them, it will come in handy

Now you pointed me in that direction, the marker there that I thought was for a mere animal marker actually says Regional Liberation Objective lol.
