How to unlock a Tatara

I wanted to craft something out of steel after finishing the quest line in Iwasaki I unlocked the smithy. How do I unlock the Tatara to turn iron into steel?

with level 14

with lvl 14. but u can´t build the tatara. there is not enough space in the building and you can´t build outside.

You can move the position of the anvil and then place the furnace horizontally. A blacksmith shop can usually only place two parts. Unless you put the third one in the aisle at the entrance. I don't know if you can understand the software translation I used.
