Nope i guess i haven’t talked to the mother idk. The daughter tells me to go talk to the mother. I don’t remember getting anything from the daughter when i first talked to her

The priestess just gives me the quest to rebuild the shrine, she doesn't teach me anything ... so it's not completable because I need one to complete the shrine path.

That happen to me once, I lost that wand. They made a change in a patch a while ago so you can make a wand at the Workshop.

The priestess (aka daughter) gives you the gohei wand when she gives you the shrine quest; this unlocks the wand on the crafting wheel. This fix was implemented a few versions ago so that if someone sold the wand they would be able to replace it. Often things that are included in revisions won't work in an old save, so I'm guessing it wasn't retroactive. If you sold the wand in a very old save game before that, and the wand is locked on the wheel, you might need to start a new game if you want to complete the quest. If that's your situation, maybe a dev or Winter's Ember's could clarify.

Talking to the mother is not a part of the quest.

landers and xerxes are correct. The wand is now craftable and should not be locked in the workshop.
However, if you haven't started a new game in the 0.3.0.0, then nothing can be done to help until you unlock the gohei wand naturally at DL 21. Landersbleam's advice is the best that can be offered. Start a new game. There are enough options in the Custom Settings that you can get through the early stages of the game very, very quickly.

I didn't own the game prior to 0.3.0.0 and I still can't craft it in the workshop, and there's no indication it will be unlocked at ANY dynasty level. If the devs aren't capable of retroactively fixing things in prior saves when issuing patches then this game is garbage and always will be. It could be as simple as affecting the shop inventory once or something. This is stupid.

There was an issue with the wand. The issue was fixed. The fix was retroactive. Nobody reported any issues. I am unsure as to why you are having difficulty,

As you can see it's still a problem.

The priestess gives you a gohei wand as part of the quest. Obviously, your inventory was full so you did not receive it. You should always have at least 3 empty inventory slots when performing steps in a quest. It's better to have 6 or more.
Your only recourse now is to travel to the temple and speak with the exotic trader. He sells them. Wandering Exotic Traders also carry them. As you can see from the item description, receiving a wand will unlock it. Buying one counts.

The exotic trader doesn't have the Gohei wand ... they have lots of other random crap, but not that. :-\

It may not always appear. Vendor inventory changes each season so check again each season. He should have one eventually.
