To receive another bell tower, you will need to progress in the story to reach level 7 Dynasty and undertake the pilgrimage to visit the Abbot. He can give you another bell. If you progress far enough with Dynasty Level (up to Level 21), you can get 3 more bells for a total of 4 bell towers and, thus, 4 villages.

Where you think a village would look cool? Aside from that, I use my second bell tower to set up a resource center. Find a spot with a lot of resources nearby (like the forest south of Segi but watch out for boars!). Build the tower, General Storage, wood storage, food storage, woodcutter's hut, and smithy. Now you can deforest the region while making planks, sticks and firewood for your people, make tools to replace broken ones, and get a snack when you run low.
A word of advice if you build where there are boars. Build a single house and, when you're working in the area for extended periods, assign yourself to that house instead of your main one. If you wait to assign yourself to a job until just before you change seasons, you won't disrupt anything either and you'll respawn at that house if a boar or three get the best of you.

thank you. was thinking of my 3rd village, when I get there on the side of the Lake opposite of Segi but I can see your validity for the 2nd one there

I was building my first bell tower kept clicking and dismantled it and now I don't have a bell at all

If you destroy things with the Hammer, you won't get them back. Same thing for the bell. Do you have an autosave which you can load? unfortunatelly you won't get that bell back. So you nead to load a prev save :/
