I set a forager to collect 75 and i can't find any at all? It was winter, are they uncollectable in winter or something?

I also set up a fisherman to go fish and he collected 0 fish

chrysanthemum are stored in the food storage, unless you have someone making the medication in the stone jars like I do, they should be there.
They are collectable in all seasons.
Fisherman should be assigned nets to fish and an amount has to be set.
At the change of season they do not always show in your storage if you have a cook set to make cooked fish, they are taken out of your storage automatically at season change.
Check your cook to see if cooked fish has an amount showing, if not you did not produce any fish.

Sorry I could not help you, I do not have these issues.
Have you tried checking the integrity of the game files, this does help for some issues otherwise I would recommend you place your query into the bug section.

i moved the fisherman's house closer to the ocean and now it's producing fish... insane lol
Either the movement to the ocean or the destroying and rebuilding made it start producing.

I have not yet worked out why the flowers are still the way they are. I'm going to play test on a fresh game and see if I can recreate the bug
