How many villages can you build?

I've been looking for this anwser. Saw someone said 3 (Was a year ago), so has this changed or is it still 3?
Appreciate the help.

I am pretty sure it is 4.

I am already at 3 bells and have another milestone to get a 4rth bell.

I also had a playthrough with all quests done before, a year ago, where i had 4 bells.

But since you are limited to 100 people max in your whole dynasty, you honestly do not need more since you cant staff expansive cities anyway.

Alright thanks a lot for the anwser. Does placing a mine, etc matter or can you just dump it somewhere and it will still gather the materials?

mines also need to be in the vincinity of a bell tower. afaik it will not allow you to build anything outside of city borders, except when its a tawara bag or travelers post (these are unlockable in skill tree, they are worth rushing, basically you can build teleport points wherever you want on the map)
