As far as tools for the villagers go, I agree those need a significant buff. It seems like I need to make a complete set of tools every day just to keep my villagers supplied with them.
There is even a perk that gives you more material when mining.
As for the villagers. I make one tool for each "use" of that tool, ie, if cutting trees AND making something else requiring an axe, I tell my workbench worker to make TWO axes each day.
This is too much, and I end up with tools to sell. Not a huge problem imho.
Because of this you actually appreciate the improvement in the tools and wpns. This is something that is sorely missing from comparable games by other developers.
IMO, I would keep tools and wpns as they are.
