Ryujin's Wrath
I accidentally threw away the Small Gohei Wand, can I buy it somewhere?
I couldn't find the paper anywhere.
The paper building is locked.

Paper building unlocks with Dynasty Legend 21. Paper and Gohei wands can be purchased rarely at the Exotic Goods Trader at the Monastery or looted *very* rarely from the loot box in the watchtower of the bandit camp just south of Sosogi (I've found gohei wands once in about 30 seasons).
Your best bet is to save just before a season change. Then change seasons and fast travel to the Monastery to check the trader. If he doesn't have any paper or wands, re-load the save and try again. Sure, it's save scumming but in this case, your only other reliable option is to get to Dynasty Legend 21.

Check that watchtower and the other one in the bandit camp every season. They both have pretty good chances to contain high-end goods like paper lanterns (which can't be crated yet) and equipment and gear that sells for good coin. I visit every season and relieve the bandits of their collected goods!
