Paper(Temple Flag)

I didn’t know that the flag would be needed for the construction of the temple, I put it in the house, and when I started building the temple, I needed it. I can't pick it up from home, it doesn't move to inventory. I saw that it can be crafted from paper, at what level does the "paper workshop" open? Or where can I get it, besides the workshop? Walk around the merchants, expecting that one of them will sell paper?
I went to the NPC in the hope that she would give this flag again, but this did not happen.
Work through this, otherwise it turns out to be a dead end and it is not possible to play further.

Paper is sold in the village to the far South. Don't know whether it spawns in only over lvl 14 or not.

Paper factory opens up at the last dynasty level of the early access game which I think is lvl 21.
I think the villager Falonious is talking about is the exotic dealer outside of the temple where you receive your village bells. I'm pretty sure that is where I got paper unless it was someone from Segi and I'm not sure if you need to be a certain level for it to show up either.
