Better specs + fps but worse performance?

Hey all. So I just got a new laptop, and for the first time ever I have decent specs. GA looks beautiful, BUT even though my FPS is generally higher, I get more lag, especially at busy combat areas. My FPS used to be 10-25 and perfectly playable, now it's 20-60, but less playable now than before. My new specs should be more than adequate to handle this, but I could use some feedback. Is there some trick that I'm not utilizing or something? This is the first time I've had a decent computer to game with so I just want to check if I'm missing anything. I already updated drivers.

System Info: Windows 8, 8GB RAM, Intel i5-3230M CPU @ 2.60GHz (4 CPUs), ~2.6GHz, AMD HD RADEON 8850M 2GB - It's a Samsung ATIV Book 6 NP680Z5E-X01

EDIT: And P.S, GA is the only game I've tried so far.

If you are in Europe unless something has changed since I stopped playing, there are no more Euro servers so you are matchmade with Americans on American servers which gives higher latency. That is why I stopped playing.

There are still EU servers.
My FPS is 30-100 and I still get weird lag, even using very low settings. Anyone know why?

Bump if anyone can help. Still get lag even though FPS and ping is fine.
