Can I please get you to do the following:
Click the start button
Type cmd and right click "Command Prompt" and select Run as administrator
Then type netsh winhttp reset proxy
Then try running the game

Getting this issue only when trying to download Stadiums(only) using Name and User Name parameters, when trying to download without these parameters stadiums are getting downloaded
