I get that this risks getting into difficult or at least annoying coding, and the ui for the management sounds... either 'not fun' or else Blorf would have to build a whole new little thing for it. But yeahh it's a feature I would use.
People who are assigned to a work zone will only do work inside the zone. So you could try to make a zone that includes everything *except* your berry hedge, and assign all your farmers to that zone, then disable farming for everyone else.
Just make sure that everything the farmers need for their work is included in the zone (tools, fertilizer, water, etc) They won't get items from outside the zone to use inside it. (Basically, the zone makes the entire rest of the map "invisible" while they're working.)
I made the work zone like Philtre suggested - all the map one zone minus the hedge tiles - but added everyone to it and allowed all tasks since I don't have dedicated farmers. The only problem is that during the whole growing season those annoying pink auto-fertilizing signs will be visible on the bushes. And the task count is off by about 800. But I am happy with the results.
So, @Mae, work zones are a great way to achieve what you want with your chicken grass area.
