Here is a link to the Road Map, Mods support is a part of the plan:
https://store.steampowered.com/news/app/1700870/view/3388412789658793666
Mods will come further into the future though when the base game development has slowed down and I am working more on content generation. Right now adding mods would tie my hands and also be breaking the modders hard work on a regular basis.
As for the second part of the question, I would need a couple examples of what you mean. For example, do you mean tracking someone drank water in cold weather? Or tracking the player set up a specific building plan at a certain time of day?
I have the affliction system which detects certain preconditions, but I do not have a database of flags that are getting ticked off each time an action happens.
I need more info to give a clear answer.
