You need a peat spade to harvest it with the harvest peat Job. (Harvest Skill) There are no seasonal limitations for harvesting.
You need around 160 peat per stove to get through Winter without cooking something on it. (Cooking would require more)
If I understand you correctly, you can place harvest-peat tasks on the bog tiles, but your people won't actually go and do those jobs?
Do you have enough peat spades? Do you have people with harvesting set to high priority in their skills settings? How many other outstanding tasks do you have, and do the other jobs get done in a timely manner?
Keep in mind that the game is not designed to run large colonies, and is definitely not designed to have 1,400 outstanding tasks. At that level you can definitely expect poor performance and AI lockups. The only fix is to scale back.
They won't don't any other Tasks until all of them are cleared ...you do know that right?
If you boost any repeating tasks, it will lead to task orders being messed up by your choice. Emergency tasks are for actual emergencies, not a priority 11.
Having them in use otherwise actually slows down your clan a lot.
